В СССР какое-то подобие такой "многоразовости" тоже было - капсулу от ТКС пробовали повторно запускать и даже летала... Но толку мало, многоразовость - пустой фетиш если постоянные затраты все равно во много раз больше переменных - лишнюю "банку" как вы выражаетесь, штампануть действительно нетрудно.
If NASA tried to do something like Grasshopper it seems like it would take years to secure funding along with endless studies as to the optimal design. Then in order to secure funding congress people would add clauses to inflate the costs (to create more jobs) and direct it towards it towards one of the favored contractors in an established "space state" (keep the jobs in my state). There would be a push to use all new hardware or at least a new version of the hardware (more jobs). New buildings and lands would need to be secured (more jobs). The tax payer cost to put together some tests like grasshopper will I feel run into the hundred millions if not billions if NASA proposed this. Then even if this NASA project it made it into development the whole thing could get shut down due to the budget axe (except in an election year).I am not picking on NASA and it's employees but I feel rather sorry for them because of the rules they have to play under. It isn't that I think Elon is some kind of genius or visionary. He just lives in such a different Universe then NASA it is very exciting to a very interested outside observer who just want to go anywhere beyond LEO.
